Owner versus Constructor
In today’s construction world, sometimes it’s hard to know where you stand!
More and more frequently, owners of construction projects are taking on the role of Constructor, often without knowing it. That means that there are duties and responsibilities that fall on you to fulfill under the Health and Safety Act. It is imperative that in this new role, you understand what legal obligations you are taking on.
Because of this new responsibility, many owners are vitally interested in having their safety obligations met during construction. But how is this accomplished? Often, Owners contract their safety roles to outside consultants, which can lead to mismatches in Safety Programming. The end result is typically a negligible improvement in safety performance, and yet a significant increase in delivery cost, which is ultimately borne by the Owner.
Since consultants are not directly involved in the construction process, it is difficult for them to truly understand what is necessary to achieve a safe environment. Much of their advice is based on observation, as opposed to real onsite experience, and very few of them have actually ever fully administered a safety program.
