MTO Highway Service Centres

The MTO Highway Service Centres program replaced and modernized 20 service centres along Ontario’s Highway 401 and Highway 400 corridors, delivering fully serviced facilities with updated amenities, accessibility features, and consistent architectural standards.

Delivered through a design-build consortium, the program required coordinated execution across multiple active highway sites and jurisdictions. The civil scope included demolition of existing facilities, site servicing, utility installations, and full site redevelopment works.

EllisDon’s was responsible for the design and construction of the water and wastewater infrastructure across the sites. This included on-site and municipal treatment systems, concrete tanks and sumps, process piping, and associated electrical and instrumentation installations. Treatment solutions were tailored to each location based on regulatory requirements, site conditions, and operational considerations. 

Works were completed within live operating environments and required staging, utility tie-ins, and ongoing coordination with municipalities and regulatory agencies. On-site systems treat wastewater to tertiary standards, with selected technologies implemented across the portfolio to suit individual site conditions.
