The Story
The Royal Inland Hospital – Phil and Jennie Gaglardi Tower project plays a vital role in delivering acute health care in Kamloops and surrounding communities. Since its original construction in 1885, the hospital has been a cornerstone of regional care. The latest expansion continues that legacy, bringing modern infrastructure and enhanced services to meet growing demand.
Phase 1 of the project involved the construction of a nine-storey Patient Care Tower, which was seamlessly connected to the existing hospital on five levels. Designed to improve patient flow and operational efficiency, the tower includes a rooftop helipad for emergency transport and two levels of underground parking, complemented by 165 new surface stalls. This expansion not only increased capacity but also enhanced accessibility and emergency response capabilities.
In addition to the new tower, in Phase 2 of the project EllisDon was awarded a separate Construction Management contract to renovate key areas of the existing hospital. The renovation upgraded the morgue, public concourse, emergency department overflow inpatient unit, laboratory, expanded emergency department, pediatric unit, equipment storage, post-anesthetic recovery department, and day care surgery.


Development and Equity
EllisDon Capital served as the sole financial advisor to the EllisDon-led consortium, guiding the project from initial market sounding through to Financial Close. Responsibilities included developing and executing the financing plan, managing financial modelling and debt arrangements, and acting as the liaison with the procuring authority on all financing-related matters.
The project was delivered through a collaborative financing model. EllisDon Capital worked closely with partners and stakeholders to support the successful delivery of this critical health care infrastructure.
Facilities Services
As part of the project, EllisDon Facilities Services Inc. (EDFS) is providing facility and lifecycle maintenance services for an operating term of 33.25 years – maintaining the new tower and approximately 548,960 square feet of existing campus facilities. The team’s services include renovation, plant operations, help desk support, utility and general management, environmental and sustainability services, parking, and more—ensuring the hospital remains safe, efficient, and future-ready.

Energy & Digital Services
EllisDon Energy & Digital Services (EDS) procured and configured the Wired & Wireless Network and Telephony for the new facility.
