The Story
The Surrey Memorial Hospital Critical Care Tower, located in Surrey, British Columbia, is recognized as a significant expansion to the existing healthcare facility. Developed in response to increasing demand for healthcare services in the region, the project expanded and modernized hospital facilities while maintaining continuous operations on an active site.
Completed in two phases, the redevelopment included construction of a new Emergency Department in 2013, followed by completion of the Critical Care Tower in 2014. Together, the facilities added more than 400,000 square feet of new clinical space and expanded the hospital’s total capacity by 30%, adding 150 new beds to bring the total to 650. The project introduced modern inpatient, intensive care, and specialized clinical environments designed to improve patient flow, support infection prevention and control, and enhance access to critical services for the surrounding community.


Development and Equity
This DBFM project was delivered by the Integrated Team Solutions consortium in partnership with Fraser Health Authority. EllisDon Capital, as lead developer and equity investor, led the consortium, including:
- the finance committee’s evaluation of the financial plan and funding options for the Project’s debt and equity
- the funding competition that ensured that the lenders and bond underwriters provided pricing that created the lowest effective cost of financing to the Project.
- contractual negotiations among the lenders and co-developers.
- a robust financing model that was used to evaluate and optimize the financial proposal.
The project was debt financed with a single non-recourse debt facility, a long-term private placement bond facility (Bond Facility) with three Canadian life insurance companies.
EllisDon provided full design and construction services for the redevelopment. The integrated delivery supported close coordination between public and private partners and enabled phased construction adjacent to an operating hospital, ensuring continuity of healthcare services throughout the construction period.
