The Bayers Lake Community Outpatient Centre (BLCOC) is a milestone in Nova Scotia’s healthcare transformation. Located on a 15-acre site in Halifax’s Bayers Lake Business Park, this new facility is the province’s first public-private partnership healthcare project and a key component of the QEII New Generation initiative. The BLCOC includes 104 clinical spaces and will support delivery of a number of healthcare services, including primary care, renal dialysis, diagnostic imaging, eye care, and orthopedic assessment and rehabilitation.

The province selected EllisDon Infrastructure Healthcare, a consortium led by EllisDon Capital Inc. (EDC), to design, build, finance, and maintain the BLCOC project. EDC provided a single point of contact for the client and secured commercial and Financial Close.
EDC also ran a competitive funding process and structured a solution that balanced short-term flexibility with long-term stability.
EllisDon Capital’s Asset Management team governed the project through construction, identifying and mitigating risks and monitoring quality and schedule. It delivered the hospital into operation and continues to manage it through its concession period. Throughout its participation, it has managed financing obligations and relationships between integrated project participants in compliance with contract documents.


EllisDon Facilities Services Inc. (EDFS) is delivering facility and lifecycle maintenance services for a 30-year term, beginning August 2023. The team’s scope includes:

EllisDon’s Furniture, Equipment & Design (FED) team managed the full furniture, fixtures and equipment (FF&E) scope, including establishing and maintaining the FF&E database, design coordination, scheduling, and procurement of all In-Contract equipment. The team also led the design, scheduling, and installation of Not-In-Contract FF&E. Their work ensured seamless integration of medical and operational assets into the facility.

The BLCOC is designed as a place of healing, with sustainability at its core. The center's sustainable initiatives are noteworthy, such as the stormwater retention pond that captures and infiltrates all rainfall on the site, and the energy-efficient design features of the building systems. The site layout prioritizes accessibility, natural light, and views of restored green spaces—enhancing wellness for patients, families, and staff.
