West Park Healthcare Centre

The Story

West Park Healthcare Centre (WPHC) provides specialized rehabilitative and complex care after a life‐altering illness or injury such as lung disease, amputation, stroke, and traumatic musculoskeletal injuries. It is unique as one of the few facilities in Canada which treats tuberculosis. This transformative project replaced aging infrastructure with a state-of-the-art healthcare centre designed to meet the evolving needs of patients and the community. The new facility offers expanded inpatient, outpatient, and outreach services that help individuals maintain their independence and continue living at home or in the community.

As one of five pilot projects selected by the Government of Ontario, the WPHC project also included the Community Benefits and Apprenticeship Declaration meant to provide benefits for the community, including employment, training, apprenticeship, local supplier and social procurement opportunities, where possible.

Development and Equity

West Park Healthcare Centre selected EllisDon Infrastructure WPHC Partnership, a consortium led by EllisDon Capital Inc., to design, build, finance, and maintain the facilities of the redevelopment project. EllisDon Capital Inc. was the Developer Lead, sole Equity Provider, and Financial Advisor. Financing included a short-term bank facility, medium- and long-term rated bonds, and EllisDon’s full equity contribution.

This project showcases EllisDon’s fully integrated consortium model—financial advisor, design-builder, service provider, and equity investor.

Asset Management

EllisDon Capital’s Asset Management team governed the project through construction, identifying and mitigating risks and monitoring quality and schedule. It delivered the hospital into operation and continues to manage it through its concession period. Throughout its participation, it has managed financing obligations and relationships between integrated project participants in compliance with contract documents.

Facilities Services

EllisDon Facilities Services Inc. (EDFS) remains responsible for facility and lifecycle maintenance for a 30-year term, which commenced in November 2023. The team’s services include:

Furniture, Equipment & Design

EllisDon’s Furniture, Equipment & Design (FED) team procured over 1,000 unique items, including advanced systems like a milling and carving system based on a six-axes anthropomorphic robot, 3D printers, pharmacy box picker, x-ray units, and a full commercial kitchen. The team also managed over 10,000 inventory items, supported room layout planning, and oversaw the Equipment Utilities Data Report through to substantial completion in November 2023.
