The RIH PCT Project includes Facilities Maintenance (FM) services for the newly constructed PCT, parking and also the existing RIH site and Clinical Services Building (CSB); life cycle services for the PCT, parking and CSB; and renovation services.

EllisDon Capital Inc. (EDC) is the Developer Lead, 100% Equity Provider, and Financial Advisor on the RIH PCT Project. As Developer Lead, EDC led the consortium through procurement, financing, design development, construction and transition planning for operations, providing leadership and a single point of contact with Infrastructure BC and Interior Health, successfully achieving commercial and Financial Close.

Phase 1 of the RIH PCT project successfully achieved Service Commencement on February 15, 2022. The Operating Phase of the RIH PCT Project will involve facilities maintenance and lifecycle work over a 30-year term being led by EllisDon Facilities Services Inc.

Phase 2 of the Project, which the EllisDon design build team will complete under a construction management contract, is already underway and includes significant renovations to the existing facility's emergency department and other spaces over the next 2-3 years.

The Project Co. leveraged EllisDon in-house resources within its service provider partner to maximize Project Agreement knowledge and site familiarity. The EllisDon Facilities Services Manager of Commercial Operations aids the Project Co Operating Period Representative with communications and on-site representation. This approach ensures consistency in Project Agreement delivery and operations between EllisDon’s two Interior Health P3 Hospitals, Royal Inland Hospital and Penticton Regional Hospital.

Like any P3 project in Canada, the majority of Finance and Compliance requirements are geared towards the lenders for the project. EllisDon leveraged its experience in managing all of the company's P3s up to date to ensure a continued seamless experience for the lenders. What was unique about this project was the use of Construction Period Payments right from the start of the project in combination with bond financing, which required more coordination to ensure all the funds flowed in a timely manner. At the same time, facility management services were also being provided on the existing site, bringing in an extra layer of complexity to the funding of the project. EDC worked closely with the Independent Certifier and the client at the start of the construction period to discuss the timing of the deliverables. This led to an agreement between all parties on the construction payment period process and monthly service payment.
